$25.00 hourly /Remote-Temporary assignment- ends June 2023/ M-Friday, Full-Time/40 hrs,

Travel may be required, reimbursed for mileage, meals and lodging; laptop, cell phone and other equipment issued.

Requires reporting to Office for meetings and trainings

Assignment is with Maine Department of Health and Human Services (DHHS)/the Division of Licensing and Certification


JOB DESCRIPTION: As a surveyor, you will be responsible for conducting licensing surveys for assisted housing facilities and behavioral health agencies (including substance abuse agencies/programs) to ensure that they are in compliance with applicable state licensing regulations. You will investigate complaints alleging non-compliance with State regulations and facility-generated incident reports. You will determine, based on observation, document review, and interviews, whether agencies/programs are in substantial compliance with licensing regulations. You will be responsible for planning, coordinating, and monitoring all licensing surveillance activities for your assigned service areas. You will work under limited supervision. This position does require some statewide travel and occasional overnight stays, and an occasional night or weekend survey.

You will also:
• Document survey and investigation findings in Statements of Deficiencies in a
thorough and timely manner.
• Review facility-generated Plans of Correction to ensure that these plans
address all deficiencies cited.
• Provide technical assistance to agencies/providers.
• Participate in appropriate training at the request of the supervisor/manager.
Requirements
MINIMUM REQUIREMENTS:
Six (6) years of education and/or professional experience in social services casework, social services program development/delivery, or social services-related fiscal/budget administration/analysis work.

Preferred candidates will also have:

• a license in Social Work as issued by the Maine Board of Social Worker
Licensure;
• experience with assisted housing or behavioral health homes/ facilities or
group homes; and/or
• knowledge of the Maine rules and regulations related to assisted housing,

No supervisory responsibilities/ No direct care responsibilities. No working holidays, weekends, or shift work.

• Participates in training, including mandatory training required by the Center for Medicare and Medicaid Services (“CMS”);
• Will usually be with a team of 2-3 co-workers to determine whether such facilities meet the requirements to be certified or licensed, and as you investigate complaints of patient abuse, neglect, and other issues.
• Participate in entrance and exit conferences with facility leadership;
Requirements
MINIMUM REQUIREMENTS:

Registered Nurse and three (3) years of progressively-responsible experience in the field of nursing and/or in the delivery of health care services.

LICENSING/REGISTRATION/CERTIFICATION REQUIREMENTS:
Licensed as a Registered Professional Nurse in the State of Maine as issued by the State Board of Nursing.

Preferred applicants would also have the following:
• Knowledge of federal and state requirements for the healthcare providers
listed above;
• CMS Certification in any or all of the types of providers listed above; or
• Experience working in the types of healthcare providers listed above.

This position will be working with program managers to respond to requests for hearings and appeals of various licensing actions and enforcements.

Duties include:
Coordinate scheduling
Drafting, reviewing, providing records and copies of rules for hearings to be conducted
Ensures documents are appropriately redacted
Assists with preparing for hearings and appeals
Conducts CMS required Informal Dispute Resolution (IDR) sessions with CMS certified providers
Provides a written record and summary of the IDR for CMS review and decision
